General Membership is your base position. Membership permissions are granted by capability flags
(example: cap:membership_access). Capabilities are scoped and revocable.
They do not authorize representation of WST.
Attempts to bypass controls, exploit systems, or harm others result in immediate removal of access (and may result in membership action per policy).
