1. Purpose
The Participation Accord establishes the constitutional relationship
between a Participating Entity and World Standing Together (WST).
This declaration records the Entity’s intent to participate within the
WST constitutional framework and begins evaluation, verification, and
constitutional review.
- It is not final activation.
- It is not a public listing.
- It does not transfer ownership or governance.
- It does not grant automatic authority to represent WST.
2. Independent Participation
The Participating Entity remains legally and constitutionally
independent while voluntarily participating within WST.
Participation does not merge the Entity with WST, create a joint
venture, transfer legal title, surrender existing governance, or
automatically appoint a Representative.
Constitutional authority within WST is exercised only through
authorized human Representatives acting through approved seats and
constitutional processes.
3. Constitutional Foundation
The Participation Accord acknowledges the governing principles
established by the Participation Membership Agreement (PMA), the WST
Governing Documents, the Global Charter framework, and applicable WST
constitutional processes.
The PMA establishes the constitutional relationship between human
Members and WST. The Participation Accord establishes the constitutional
relationship between a Participating Entity and WST.
The Participation Accord does not replace the PMA. A Participating
Entity acts within WST through authorized human Members in good standing.
4. Representation and Charter Relationship
Before constitutional activation, the Participating Entity must complete
review and establish the required relationship records.
- The Entity must be identified and verified.
- The Participation Accord must be accepted.
- An authorized human Representative must be assigned.
- An active Representative Seat must be established.
- A Home Charter relationship must be recorded.
This declaration begins that process but does not itself grant
constitutional authority, territory, settlement access, Treasury rights,
or operational roles.
5. WU Settlement and External Systems
WU, meaning World Unit, is the internal settlement unit used by WST
where designated.
External payment systems, including banking systems, wire transfers,
ACH, SWIFT, cryptocurrencies, legal transfers, taxation, customs,
government filings, and other lawful payment or jurisdictional
processes remain separate transactions governed by applicable laws and
agreements.
External systems may provide evidence of activity or value, but they do
not rewrite WST internal constitutional or settlement truth.
6. UTS Continuity
UTS, meaning Universal Transaction Seed, is the permanent continuity
record used by WST to preserve the continuity of declarations,
agreements, authority, commerce, settlement, reconciliation, and related
constitutional events.
Completed commerce may proceed through settlement and reconciliation
before being permanently preserved within the UTS continuity record.
When this review is completed, the declaration records that the
Participation Accord Summary was reviewed before the constitutional
acknowledgment was accepted.
